Google Chrome 28 is a web browser developed by Google Inc, available for download in full install version for Windows platforms from legacy sources. This version of Chrome was officially released on 2013-07-09 for public access and a brief summary of important updates and change log pertaining to this edition can be read below.

Google Chrome 28.0.1500 was released with major transformation in Chrome layout engine from WebKit to Blink, for greater flexibility.  

Blink Layout: From this version on wards Chrome would be built on Blink layout for all platforms of Windows, Linux and Android. However Chrome iOS version would still continue to be built on WebKit as of now.

HTML Parsing: Blink threaded HTML Parsing improves faster page loads at phenomenal speeds.

Deprecated Notifications:  HTML notifications are deprecated now and Rich Notifications are in place now.

CSS Support: Custom elements and conditional blocks are supported now, which opens up multitude of possibilities.
